Section hyperlinks

How does one create hyperlinks to *sections* of a page in an RC expo made with the block editor? I would like to make a Wikipedia-style TOC in the text body.

It seems possible because it's already implemented in the RC help guide: <https://guide.researchcatalogue.net/#about-this-guide>. Thanks for your help!
